Fred Utsler, also known as Jeckel, is the roomate of Tomas on room 10 at Maureen's Apartments and works at the restaurant nearby.

he is a very energetic, childish man than wass sluggish around his apartment before he got a job, and often crosses people's boundaries and breaking in to people's rooms, the thing he's mostly scared of is when people yell and scream at him.

he ran home from his abusive mother to go to his dad, but got into Maureen's apartments as a means of resting, he got ultimately stuck in the place and just accepted to live there with his roomate
